Pretty simple. Just find an old tape player, connect it's audio out line to the audio input line on your computer. You'll need a cable that has headphone jacks on either end. If you don't have one, just pop down to your local electronics shop.

You'll need some audio encode software to record on your PC. You might try Audacity (http://audacity.sourceforge.net/), it's free and available on PCs, Macs and Linux.

Then you just press play on the tape and record on your computer.

Easy peasy, lemon squeezy.

Or you could just download whatever is on the tape from a torrent site (assuming it's an album of some kind).

Yes, if it's music on the tapes, then it will on a torrent or P2P somewhere for download, guaranteed!!
